Governor appoints first director for statewide workforce office

Governor Henry McMaster has appointed Dr. Rebecca Battle-Bryant as the inaugural director of the Office of Statewide Workforce Development (OSWD) in South Carolina. The OSWD, established by the Statewide Education and Workforce Development Act signed into law in 2023, is housed within the S.C. Department of Employment and Workforce (DEW). Its primary objective is to coordinate workforce efforts across the state, aiming for a system that is accessible and effective.

Dr. Battle-Bryant has extensive experience in workforce development, having held leadership roles such as Vice President of Human Resources and Workforce Development at United Infrastructure Group and Assistant Executive Director for the Workforce and Economic Development Division at DEW.

“As South Carolina continues to break economic development records and attract tens of thousands of new jobs—many in innovative industries—there has never been a more critical time to streamline and optimize our workforce development efforts,” said Governor Henry McMaster. “Dr. Rebecca Battle-Bryant’s extensive experience with South Carolina’s workforce programs will build upon our nationally recognized success and ensure our workforce is prepared to meet the demands of the future.”

Dr. Battle-Bryant holds degrees from Auburn University and a doctorate from the University of South Carolina. She is also a certified economic developer, SHRM Certified Professional, DISC coach/consultant, authorized SHRM Recertification Credit Provider, and published author.

“Workforce Development has been a passion of mine for the last twenty-five years, as I have sought to leverage my experience and knowledge in private industry, education, and government to simplify making connections between prospective employees and employers in South Carolina," said Dr. Rebecca Battle-Bryant. "I am humbled and inspired to be asked to serve as the Director of the Office of Statewide Workforce Development to lead South Carolina’s workforce development efforts."

Currently leading Battle Plan Consulting, LLC., she has also served as Director at Webster University's Columbia Metropolitan Campus among other roles.

The appointment awaits Senate confirmation.
