Governor Henry McMaster has appointed Dr. James Britt Blackwell as his at-large nominee for the South Carolina Department of Transportation Commission. Alongside this announcement, Governor McMaster proposed a $2 million executive budget to fund a feasibility study for the redesign and construction of I-77 Exit 90.
Governor McMaster emphasized the importance of strong leadership in addressing transportation infrastructure demands as South Carolina continues to grow. "Dr. Blackwell’s extensive public service and transportation-related experience in one of our state’s most rapidly expanding regions makes him an ideal candidate for the commission," said Governor Henry McMaster. He also highlighted the significance of investing in the I-77 Exit 90 feasibility study to support York County's businesses and population growth.
Dr. Blackwell, who is from Rock Hill, has served on various boards including the Rock Hill School Board, State Board of Education, and York County Council where he was Chairman for eight years. During his tenure, he founded the I-77 Alliance which promoted economic development across several counties. In 2023, he led a citizen commission overseeing transportation projects under York County's Pennies for Progress campaign.

"Roads are the arteries of life for a county or a state, and I am dedicated to using my experience and knowledge to improve the quality of life that the governor and the citizens of South Carolina deserve."
I-77 Exit 90, constructed between 1971 and 1975 on the border between South Carolina and North Carolina, sees about 170,000 vehicles daily with 40,000 utilizing this interchange alone. The area around Exit 90 has evolved from rural land into a commercial hub with companies like Schaeffler Group USA and Britax relying on it.
The proposed feasibility study by S.C. Department of Transportation aims to assess redesigning Exit 90 to meet future traffic demands while supporting economic development in York County.
"South Carolina is making significant strides in improving the movement of people and freight," said S.C. Department of Transportation Secretary Justin Powell. He noted that due to increased traffic in York County, this study is timely as part of ongoing efforts to enhance transportation networks.
Dr. Blackwell’s appointment awaits confirmation by both houses of South Carolina's legislature.
