South Carolina Attorney General Alan Wilson announced the arrest of Cephus Jack Todd, Jr., a 52-year-old resident of Cades, South Carolina. Todd faces five charges related to the sexual exploitation of a minor. The arrest was carried out by Internet Crimes Against Children (ICAC) Task Force investigators from the Attorney General’s Office. Assistance in the investigation was provided by investigators from the Williamsburg County Sheriff’s Office and Homeland Security Investigations, both members of the state’s ICAC Task Force.
The investigation began after receiving a CyberTipline report from the National Center for Missing and Exploited Children (NCMEC), which led authorities to Todd. According to investigators, Todd is accused of distributing files containing child sexual abuse material.
Todd was taken into custody on May 27, 2025. He faces five counts of sexual exploitation of a minor in the second degree (§16-15-405). This felony offense carries a potential sentence of up to 10 years imprisonment for each count.
The Attorney General’s Office will handle the prosecution of this case. Attorney General Wilson emphasized that all defendants are presumed innocent until proven guilty in court.
Child sexual abuse material (CSAM) is now used as a more accurate term for these types of crimes instead of “child pornography,” as it implies non-consensual participation by minors involved in such materials. The shift aims to better reflect the abusive nature of these crimes globally.
