South Carolina Attorney General Alan Wilson announced that Sandra D. Moss, 57, and Duane A. Reddick, 61, both residents of Latta in Dillon County, have been arrested on charges related to the financial exploitation of a vulnerable adult.
The arrests followed an investigation by the Attorney General’s Vulnerable Adults and Medicaid Provider Fraud unit (VAMPF). Authorities allege that between July 19, 2023, and October 31, 2024, Moss and Reddick conspired to misappropriate funds and assets belonging to a vulnerable adult for their personal benefit through unlawful means.
Sandra D. Moss was serving as the victim’s designated power of attorney at the time. She is accused of converting more than $10,000 from the victim’s finances and property for her own use with the intent to permanently deprive the victim of those resources.
“This case will be prosecuted by the Attorney General’s Office,” according to information provided in the announcement.
Attorney General Wilson emphasized: “All defendants are presumed innocent unless and until they are proven guilty in a court of law.”
The VAMPF unit operates under federal regulations with authority over Medicaid provider fraud; abuse and neglect of Medicaid beneficiaries in any setting; as well as abuse, neglect, and exploitation involving individuals residing in assisted living facilities or nursing homes.
The South Carolina Medicaid Fraud Control Unit—operating as VAMPF—receives most of its funding from federal sources. For federal fiscal year 2026, it is supported by a grant totaling $2,964,287 from the U.S. Department of Health and Human Services. The remaining portion—$988,096—is funded by South Carolina.
