Senate Banking Committee Chairman Tim Scott (R-S.C.) highlighted the significance of the Defense Production Act (DPA) in safeguarding national security and maintaining critical supply lines. Speaking in Washington, D.C., Scott emphasized the need for the DPA to remain focused on defense production, emergency preparedness, and protecting domestic supply chains.

Scott stated, “I’m starting today’s conversation on the Defense Production Act by highlighting that this Act is a vital tool for protecting the American people and securing the economic foundations of our national defense.” He noted that since its enactment during the Cold War, the DPA has empowered presidents from both parties to address urgent security needs effectively.

Scott acknowledged that current threats are more complex and economically driven than before. He cited issues such as adversaries weaponizing supply chains and reliance on foreign sources for critical materials. “The DPA gives us the authority to meet these challenges head-on,” he said.

He stressed that ensuring the DPA remains a reliable authority for national security is among his committee’s top priorities. The Senate Banking Committee holds jurisdiction over defense production and economic stabilization, providing an opportunity to refine the law to support American security.

Scott underscored that maintaining a robust defense industrial base is crucial. This includes investments in munitions manufacturing and advanced technologies. Additionally, securing economic supply lines like domestic mining of rare earth elements and second-source capabilities for pharmaceuticals is vital.

Reflecting on lessons from COVID-19, Scott remarked on reducing dependency on foreign nations for essential goods. The pandemic demonstrated vulnerabilities in relying on countries like China for life-saving medicines.

The chairman also pointed out how past uses of the DPA aligned with its original mission, including disaster relief efforts and PPE production during COVID-19. He linked these actions to an America First agenda focused on national security and industrial independence.

In closing remarks, Scott thanked witnesses present at the discussion: “Your testimony will help inform this Committee’s work as we move toward a responsible reauthorization of the DPA.”
