South Carolina Attorney General Alan Wilson announced the arrest of James Edward Garvin, IV, 35, from Sumter, South Carolina. He faces four charges related to the sexual exploitation of a minor. The arrest was made by Internet Crimes Against Children (ICAC) Task Force investigators with assistance from the Sumter Police Department and the S.C. Department of Probation, Parole, and Pardon.
The investigation began after receiving a CyberTipline report from the National Center for Missing and Exploited Children (NCMEC), which pointed to Garvin. According to investigators, Garvin distributed and possessed files containing child sexual abuse material.
Garvin was taken into custody on July 9, 2025. He is charged with three counts of second-degree sexual exploitation of a minor (§16-15-405), each carrying a potential sentence of up to 10 years in prison. Additionally, he faces one count of third-degree sexual exploitation of a minor (§16-15-410), also punishable by up to 10 years imprisonment.
The Attorney General’s Office will prosecute the case. Attorney General Wilson emphasized that all defendants are presumed innocent until proven guilty in court.
