Senators Lindsey Graham (R-South Carolina) and Susan Collins (R-Maine), the top Republicans of the Senate Appropriations Subcommittees overseeing the Departments of State and Defense, have written to Secretary of State Antony Blinken and Secretary of Defense Lloyd Austin. They are seeking clarification on the Administration's decision to withhold certain assistance from Israel.

Senator Graham serves as the Ranking Member of the State, Foreign Operations, and Related Programs Appropriations Subcommittee. Senator Collins is both the Vice Chair of the Appropriations Committee and Ranking Member of the Defense Appropriations Subcommittee.

In their letter, they stated: “On a bipartisan basis, Congress has repeatedly affirmed its support for Israel and its right to defend itself.” They cited last month's enactment of the national security supplemental appropriations act as an example. This act, which was overwhelmingly approved by Congress, provides crucial assistance to Israel, Ukraine, and partners in the Indo-Pacific region. It reflects Congress's strong commitment to Israel in its defense against what they described as "Hamas’ unprovoked invasion and brutality."

The Senators expressed concern over learning from media sources that despite President’s assertion that his commitment to Israel’s security is 'ironclad,' certain munitions shipments intended for Israel are being withheld.

In their correspondence, Senators Graham and Collins requested responses by May 20, 2024. They asked for details about which arms transfers are currently on hold and what arms transfers might be withheld in future. This request comes ahead of Secretary Blinken’s testimony before the Senate State, Foreign Operations, and Related Programs Appropriations Subcommittee.
