WASHINGTON – U.S. Senator Lindsey Graham (R-South Carolina) emphasized that the pro-life movement is primarily concerned with the wellbeing of the unborn child rather than geographical considerations. Graham expressed his disagreement with President Trump's view that abortion should be a states' rights issue, stating, "Dobbs does not require that conclusion legally and the pro-life movement has always been about the wellbeing of the unborn child – not geography."

He further highlighted the importance of recognizing the capabilities of a fetus at fifteen weeks, stating, "The science is clear – a child at fifteen weeks is well-developed and is capable of feeling pain." Graham advocated for a national minimum standard limiting abortion at fifteen weeks, with exceptions for cases such as rape, incest, and the life of the mother.

To address the issue of fetal pain during abortions, Graham announced his intention to introduce new legislation requiring abortion providers to administer anesthesia to an unborn child at fifteen weeks. He justified this by stating, "It is common medical practice to administer anesthesia to operate on an unborn child at fifteen weeks to save their life."

Graham also pointed out the stance of European nations on abortion limits, noting that "Forty-seven of fifty European nations have national limits on abortion between twelve and fifteen weeks. This is the civilized world’s position."

Senator Graham's efforts reflect a push for a national standard on abortion regulations, particularly concerning the wellbeing and pain sensitivity of the unborn child.
