South Carolina signs economic partnership agreement with Germany

South Carolina has become the first U.S. state to sign a Joint Declaration of Intent (JDI) with Germany, establishing a formal economic partnership aimed at attracting jobs, fostering investment, and expanding business opportunities in the state.

Governor Henry McMaster and German Ambassador to the United States Jens Hanefeld signed the agreement in Columbia. The JDI is designed to prioritize collaboration in areas such as energy resiliency and sustainability, automotive and mobility technologies, and life sciences. A working group will be formed under the agreement to coordinate joint initiatives like workforce development, identify business partnership opportunities, exchange technical and scientific information, and facilitate research and development collaboration.

“By establishing a formal economic partnership with Germany, we create yet another powerful tool for South Carolina to get ahead in the fierce competition for jobs and investment,” said Governor Henry McMaster. “Together, we will create more opportunities for our people and build an even brighter economic future.”

Ambassador Hanefeld commented on the significance of the relationship: “The ties between Germany and South Carolina are an outstanding example of the transatlantic partnership. German efficiency and the strong work ethic of South Carolinians have created unparalleled success. I am pleased that we are taking the next step in this partnership today.”

Germany is currently South Carolina’s largest export partner. In 2024, trade volume between South Carolina and Germany reached $13 billion. The state hosts 270 German companies employing over 44,000 residents.

Governor McMaster visited Germany on economic development missions in June 2024 and July 2025 to strengthen existing partnerships and explore new projects.

Since taking office, Governor McMaster has announced more than 98,200 new jobs and over $53 billion in capital investment statewide. In 2025 alone, he reported over 6,000 new jobs created along with $8.2 billion in new investments.
