Saluda County man sentenced to 40 years for sex crimes against minors

South Carolina Attorney General Alan Wilson announced on Apr. 3 that Devin Blake Saylor, a 33-year-old resident of Saluda County, pleaded guilty to one count of Criminal Sexual Conduct with a Minor in the First Degree and one count of Sexual Exploitation of a Minor in the Second Degree. Judge Debra McCaslin sentenced Saylor to 40 years in prison.

This case highlights the ongoing efforts by the South Carolina Attorney General’s Office to address crimes against minors and support victims through advocacy and resources, according to the official website.

The investigation began when Special Investigator Lucinda McKellar received a CyberTip from the National Center for Missing and Exploited Children on July 10, 2024. The tip indicated that someone was sharing files believed to be child sexual abuse material. Using digital evidence, McKellar identified Saylor as a suspect and traced his address to Saluda County. A search warrant was executed at his home where, after being read his Miranda rights, Saylor admitted to touching a young girl and distributing nude videos of her online. He also confessed to possessing additional child sexual abuse material on his electronic devices; further searches uncovered more illicit images and videos.

Saylor will serve his sentence at the South Carolina Department of Corrections with credit for 622 days already served. Upon release, he will be required to register as a Tier 3 sex offender and undergo lifetime GPS monitoring.
