South Carolina Attorney General Alan Wilson has announced the arrest of David Earl Sebastian, a 65-year-old resident of Rock Hill, South Carolina. Sebastian faces two charges related to the sexual exploitation of minors. The arrest was carried out by Internet Crimes Against Children (ICAC) Task Force investigators from the York County Sheriff’s Office, with assistance from investigators in the Attorney General’s Office.
The investigation began following a CyberTipline report received from the National Center for Missing and Exploited Children (NCMEC). According to investigators, Sebastian is accused of distributing files containing child sexual abuse material.
Sebastian was taken into custody on June 2, 2025. He has been charged with two counts of second-degree sexual exploitation of a minor under South Carolina law (§16-15-405), which is classified as a felony offense. Each count carries a potential penalty of up to ten years in prison.
The case will be prosecuted by the Attorney General’s Office. In his statement, Attorney General Wilson emphasized that all defendants are presumed innocent until proven guilty in court.
It is noted that “child sexual abuse material” or CSAM is now used instead of “child pornography” as it more accurately describes these crimes and avoids implying any consent on the part of victims.
