Rock Hill counselor arrested on allegations of Medicaid fraud

South Carolina Attorney General Alan Wilson announced the arrest of Simone S. Reeves, a 45-year-old counselor from Rock Hill, on charges related to Medicaid fraud. The arrest was made by the office’s Vulnerable Adults and Medicaid Provider Fraud unit (VAMPF).

According to the investigation, Reeves is accused of submitting fraudulent claims exceeding $10,000 to the South Carolina Department of Health and Human Services between February 2018 and May 2019. During this period, she allegedly prepared and submitted falsified timesheets while working as a Licensed Professional Counselor at H.I.S. Counseling LLC, a Medicaid provider in South Carolina. Authorities say these documents claimed that Reeves provided behavioral health services to minor Medicaid beneficiaries when no such services were actually rendered.

Reeves faces one count of Obtaining Property or Signature Under False Pretenses, valued at $10,000 or more—a felony punishable by up to 10 years in prison, a fine determined by the court, or both. She also faces one count of Medical Assistance Provider Fraud, which is a class A misdemeanor with penalties including up to three years in prison and a fine not exceeding $1,000.

The Attorney General’s Office will prosecute the case.

Attorney General Wilson stated: “All defendants are presumed innocent unless and until they are proven guilty in a court of law.”

VAMPF has authority under federal regulations to investigate Medicaid provider fraud as well as abuse and neglect involving Medicaid beneficiaries or residents in assisted living facilities or nursing homes.

Funding for the South Carolina Medicaid Fraud Control Unit (operating as VAMPF) comes primarily from the U.S. Department of Health and Human Services, which provides 75 percent through a grant totaling $2,889,252 for fiscal year 2025. The remaining 25 percent ($963,084) is funded by the state of South Carolina.
