The North Carolina Department of Transportation (NCDOT) and the South Carolina Department of Transportation (SCDOT) are set to conduct public hearings for the proposed extension of the Carolina Bays Parkway. The project aims to extend S.C. 31 from its current endpoint at S.C. 9 in Horry County, South Carolina, across the state line to U.S. 17 in Brunswick County, North Carolina.
Two pre-hearing open houses and corridor public hearings will be held, with identical information presented at both events. These meetings will also be streamed live online. The first hearing is scheduled for September 29, 2025, at the Sea Trail Convention Center in Sunset Beach, North Carolina. The second will take place on September 30, 2025, at the North Strand Recreation Center in Longs, South Carolina.
According to NCDOT and SCDOT representatives, “the primary purpose of the project is to improve transportation in the area by enhancing mobility and connectivity for traffic moving in and through the project area.” The proposed improvement involves creating a multi-lane freeway with full access.
During these hearings, representatives from both departments will be available to answer questions and receive comments about the project. Attendees can provide verbal feedback or submit written comments during the meetings or via phone at (855) 925-2801 using project code 7734. Comments can also be emailed to Carolina-Bays-Pkwy@publicinput.com or submitted through NCDOT’s public input portal by October 31, 2025.
Stacey Johnson from SCDOT said that all feedback received would be considered as work on the project progresses. Special accommodations under the Americans with Disabilities Act will be provided for disabled persons wishing to participate in these workshops.
