A Prosperity man has been arrested on multiple charges related to the sexual exploitation of minors, according to an announcement from South Carolina Attorney General Alan Wilson. Dallas Randolph Williams, 43, was taken into custody by investigators with the Attorney General’s Office Internet Crimes Against Children (ICAC) Task Force. The Newberry County Sheriff’s Office, also part of the state’s ICAC Task Force, assisted in the investigation.
The arrest followed a report from the National Center for Missing and Exploited Children (NCMEC) CyberTipline that led investigators to Williams. Authorities allege that Williams manufactured, distributed, and possessed files containing child sexual abuse material.
Williams was arrested on September 10, 2025. He faces one count of first-degree sexual exploitation of a minor—a felony carrying up to 20 years in prison—as well as two counts of second-degree sexual exploitation of a minor and three counts of third-degree sexual exploitation of a minor. Each second- and third-degree charge is punishable by up to 10 years imprisonment.
The Attorney General’s Office will prosecute the case.
Attorney General Wilson stated: “All defendants are presumed innocent unless and until they are proven guilty in a court of law.”
Child sexual abuse material (CSAM) is used as a term instead of “child pornography” because it more accurately reflects the abusive nature of these crimes and avoids implying consent on behalf of minors.
