South Carolina Attorney General Alan Wilson announced the arrest of River Allen Mathis, 26, of Cayce, South Carolina. Mathis faces one charge related to the sexual exploitation of minors. The Lexington County Sheriff’s Department, as part of the Internet Crimes Against Children (ICAC) Task Force, made the arrest. The Attorney General’s Office, also a member of the state’s ICAC Task Force, assisted in the investigation.
The investigation began after authorities received a CyberTipline report from the National Center for Missing and Exploited Children (NCMEC). Investigators allege that Mathis distributed files containing child sexual abuse material.
Mathis was taken into custody on July 31, 2025. He is charged with one count of sexual exploitation of a minor in the second degree (§16-15-405), which is classified as a felony and carries a possible sentence of up to ten years in prison.
The Attorney General’s Office will prosecute this case.
Attorney General Wilson stated: “All defendants are presumed innocent unless and until they are proven guilty in a court of law.”
Child sexual abuse material (CSAM) is used to describe these crimes more accurately. The term “child pornography” is being replaced by CSAM because it avoids implying consent by victims.
