U.S. Senator Lindsey Graham and U.S. Representative Russell Fry announced on May 6 the introduction of Logan’s Law, a bill aimed at creating federal and state registries of violent criminals following the murder of Logan Federico in Columbia, South Carolina. The announcement took place in Myrtle Beach with the presence of Logan’s parents, Stephen and Melissa Federico.

The legislation is intended to address gaps in criminal record-keeping and promote transparency around sentencing decisions for repeat violent offenders. The issue gained attention after Alexander Dickey, who had been arrested on at least 25 felony charges but never served significant prison time due to incomplete records, shot and killed 22-year-old Logan Federico while she was visiting friends in May 2025.

Logan’s father testified before Congress that failures in record sharing and plea deals allowed Dickey to remain free. The proposed law would establish a publicly accessible database listing individuals convicted of serious violent crimes at both state and federal levels. This database would also display information about judges and prosecutors involved in sentencing these offenders. Offenses included must be punishable by more than 180 days’ imprisonment and involve violence or threats against persons or property; lower-level offenses are excluded from reporting requirements.

States that do not participate risk losing Department of Justice grant funding under the proposal. Additionally, the bill directs the U.S. Attorney General to report deficiencies in fingerprinting, warrant data, or criminal history sharing between states and federal authorities to Congress.

“A year after this senseless act of violence in South Carolina, my heart continues to break for the loss of Logan Federico. She was a talented and beautiful young woman, both inside and out. We owe it to Logan and her family to ensure justice is fully applied in this case and to prevent similar situations from reoccurring in the future,” said Senator Graham.

“Logan Federico was a bright, talented young woman with a whole life ahead of her…her life was stolen far too soon by a repeat violent criminal who was never held accountable,” said Rep. Fry.

Stephen Federico added: “Logan was just visiting friends…But she left on a Thursday and never came home…We have worked hard over the last year to recover…there is hope for a better future…”

Graham has served as a colonel in the U.S. Air Force Reserves for 33 years; he chaired the Senate Budget Committee; he grew up in Central, South Carolina; he represents South Carolina as senator; he obtained his undergraduate and law degrees from University of South Carolina—all according to his official website.
