Goose Creek man pleads guilty in bribery scheme involving North Charleston councilman

Hason Tatorian “Tory” Fields, a 51-year-old resident of Goose Creek, has pleaded guilty to several federal charges related to a public corruption scheme. According to evidence presented during the investigation, Fields conspired with others to pay bribes to Sandino Moses, who was serving as a member of the City of North Charleston’s City Council representing District 7 at the time.

Investigators determined that Fields paid Moses two separate bribes in an effort to gain support for the rezoning of the Baker Hospital site. The rezoning application was under consideration by the City Council when Fields initially approached Moses.

Fields now faces up to 20 years in federal prison, along with a potential fine of $250,000. He may also be ordered to pay restitution and serve three years of supervised release following any term of imprisonment. United States District Judge Richard M. Gergel accepted Fields’ guilty plea and will determine his sentence after reviewing a report from the U.S. Probation Office.

The case was investigated by the FBI Columbia Field Office and the South Carolina Law Enforcement Division. Assistant U.S. Attorneys Emily Limehouse and Whit Sowards are handling prosecution duties.
