Former independent living facility employee charged with exploiting vulnerable adult in Darlington

South Carolina Attorney General Alan Wilson announced the arrest of Shelby N. Campbell, a 36-year-old from Darlington, S.C., following an investigation by the office’s Vulnerable Adults and Medicaid Provider Fraud unit (VAMPF). Campbell was booked into the Darlington County Detention Center on January 14, 2026.

According to investigators, Campbell is accused of exploiting a vulnerable adult between August 17 and August 20, 2024. At the time, she was employed at an independent living facility in Darlington County where the victim lived. Authorities allege that Campbell obtained the victim’s bank card information and linked it to her personal Cash App and PayPal accounts to make unauthorized electronic transfers.

The victim resided at Bethea Baptist Retirement Community and Health Care during the alleged offenses. The facility reported the suspected misconduct to VAMPF and cooperated fully with authorities throughout the investigation. The South Carolina Attorney General’s Office is prosecuting the case.

VAMPF operates under federal regulations with authority over Medicaid provider fraud as well as abuse, neglect, and exploitation of individuals in assisted living facilities or nursing homes. The unit receives most of its funding from the U.S. Department of Health and Human Services through a grant totaling $2,964,287 for fiscal year 2026; South Carolina provides additional funding totaling $988,096 for that year.
