Chesnee man charged with exploiting vulnerable adult at assisted living facility

South Carolina Attorney General Alan Wilson announced the arrest of Floyd R. Blackley, a 55-year-old resident of Chesnee, South Carolina. Blackley was taken into custody by the Vulnerable Adults and Medicaid Provider Fraud unit (VAMPF) and booked into the Spartanburg County Detention Center on January 14, 2026.

According to investigators from VAMPF and the Spartanburg County Sheriff’s Office, Blackley is accused of unlawfully using more than $17,000 belonging to a vulnerable adult for his own benefit between December 19, 2024, and April 21, 2025. Authorities allege that Blackley gained access to the victim’s account through false pretenses or representations with intent to defraud.

The investigation further alleges that on two occasions, Blackley forged the victim’s signature to endorse loan checks totaling $6,022.14. These checks were deposited into the victim’s bank account before Blackley withdrew the funds for personal use. Investigators also claim that he devised a plan to obtain money from Bank of America through fraudulent means.

During this period, the victim lived at Magnolia Manor of Inman, an assisted living facility in Inman, South Carolina.

“This case will be prosecuted by the Attorney General’s Office,” according to Wilson’s office.

Wilson emphasized due process in his statement: “Attorney General Wilson stressed that all defendants are presumed innocent unless and until they are proven guilty in a court of law.”

VAMPF has jurisdiction over Medicaid provider fraud as well as abuse or exploitation involving residents in assisted living facilities or nursing homes under federal regulations. The unit receives most of its funding—75 percent—from a U.S. Department of Health and Human Services grant totaling $2,964,287 for fiscal year 2026; South Carolina provides the remaining quarter at $988,096.
