South Carolina Attorney General Alan Wilson has announced the arrest of Delbert Tony Smalls, Jr., a 41-year-old resident of Adams Run, South Carolina. Smalls faces charges related to the sexual exploitation of a minor. The arrest was made by Internet Crimes Against Children (ICAC) Task Force investigators from the Charleston County Sheriff’s Office, with assistance from the Charleston Police Department.

According to investigators, Smalls is accused of producing child sexual abuse material. He was taken into custody on November 19, 2024, and charged with one count of first-degree sexual exploitation of a minor under South Carolina law (§16-15-395). This felony charge carries a potential sentence of up to 20 years in prison.

The case will be prosecuted by the Attorney General’s Office. Attorney General Wilson emphasized that “all defendants are presumed innocent unless and until they are proven guilty in a court of law.”

The term “child sexual abuse material” (CSAM) is used to accurately describe the nature of these crimes. It replaces “child pornography,” which can misleadingly suggest consent from minors involved in such materials.
