The Credit Card Competition Act (CCCA), introduced in 2023 by U.S. Senators Richard Durbin and Roger Marshall, proposes that banks issuing credit cards must offer at least two network options for transaction processing, excluding Visa or Mastercard as the sole options. The bill aims to increase competition in the credit card industry and reduce swipe fees for merchants. However, it has sparked significant debate over its potential impacts on transaction security and consumer protections.
Opponents argue that the CCCA could lead merchants to opt for cheaper but less secure payment networks, increasing vulnerability to fraud. According to a 2022 report by the Electronic Payments Coalition, over 80% of credit card fraud occurs on networks other than Visa or Mastercard. The concern is that allowing alternative, less vetted networks may jeopardize consumer data security.
A report from the Small Business Payments Alliance found that 76% of small businesses said credit cards are essential to their operations. The same report indicated that 68% of small business owners believe the Credit Card Competition Act would harm their business by increasing security risks and complicating payment systems. These concerns are shared broadly across small businesses in South Carolina.
