David Lynn Wells, a 32-year-old resident of Anderson, was sentenced on Apr. 29 to 30 years in federal prison for producing and distributing child sexual abuse material.

The sentencing follows an international investigation that began in the United Kingdom when authorities there arrested a suspect for possessing such material. During their review of electronic devices, British investigators found a video call from 2020 showing an adult male abusing a baby boy. The name “David Wells” appeared on the screen. Authorities later identified Wells through a prior mugshot from Anderson County and contacted Homeland Security Investigations (HSI) in the United States.

HSI agents located the victim’s mother, who confirmed she knew Wells and that he had watched her child on several occasions. After being shown sanitized images from the video, she identified both her son and Wells’ apartment as depicted in the footage.

U.S. Attorney Bryan Stirling for the District of South Carolina said, “The depraved conduct in this case is truly unfathomable. My office will remain dedicated to prosecuting and punishing those who harm children and create vile material to be distributed across the internet.” Mark M. Zito, Special Agent in Charge of HSI for North Carolina and South Carolina, said: “This action sends a powerful message: those who exploit children will face the full force of the law. Homeland Security Investigations is unwavering in our commitment to protect children from predators. We will relentlessly pursue offenders wherever they operate and ensure they are brought to justice. Our partnerships with local, national, and international agencies are vital in this fight, and together we will hold those responsible for these horrific crimes fully accountable.”

United States District Judge Jacquelyn D. Austin imposed a sentence of 360 months imprisonment followed by lifetime supervision; there is no parole available under federal law. According to court documents presented at sentencing, Wells is already serving an eight-year sentence with South Carolina Department of Corrections related to sexual battery involving two other minors.

This prosecution was part of Project Safe Childhood—a nationwide initiative launched by the Department of Justice—to combat child exploitation online by coordinating efforts among federal prosecutors as well as state and local agencies.
